Objects and Reasons.

It has been deemed desirable to authorise the

use of the cat" in the case of male offenders against

the provisions of sections 44 and 45 of the Offences

against the Person Ordinance 1855, as the crime of kid- -napping is increasing in the Colony. Moreover inasmuch as women are frequently concerned in serious crimes, notably kidnapping, ax and as they cannot be flogged,
